_{He finally evolved! After 54 months and a half of being in the Rainbow Region...After 4 years of being with her he evolved! :'D
There was a reason that he didn't evolve in the past four years. And that is because he didn't have any reason to. The only fights back home were gang related ones that involved people. There were no Gyms, no contests, and no reason back on the islands were he and Tobi lived.

The blue panel is the lightning lighting up the area. Tobi is scared of lightning...and anything that can probably kill her without giving her a chance to fight back. Lightning is a mass charge of electrons crackling in the sky man! That is some freaky and powerful shiz.
Other things that scare her and why:
- Ghosts: Being possesed does not seem like fun. And not having control of your own body isn't an idea that Tobi actually enjoys.
-Hospital: She fears them because you can be strapped down to a bed, sedated, and once you are you have no control. No power to fight back or anything.
There was another but I can't remember at this exact moment.
